The Free State of O'Dell is fictitious.
The Free State of O'Dell, will be governed by the Constitution of the United States of America with some omissions and at least 1 addition. It shouldn't be hard to borrow the US Constitution since it is apparently not in use currently.
The following amendments to the US Constitution will not be needed in the Free State of O'Dell:
16th Amendment
The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.
The Free State of O'Dell will be funded from Tariffs, citizens will not be taxed on food, shelter, or clothing. There will be no income tax or property tax. ( since The Free State of O'Dell will be based on the Constitution of the US, and will only perform the specific roles of government laid out therein, there will not be a zillion government programs that have to be funded).
17th Amendment:
The Senate of the United States shall be composed of two Senators from each State, elected by the people thereof, for six years; and each Senator shall have one vote. The electors in each State shall have the qualifications requisite for electors of the most numerous branch of the State legislatures.
When vacancies happen in the representation of any State in the Senate, the executive authority of such State shall issue writs of election to fill such vacancies: Provided, That the legislature of any State may empower the executive thereof to make temporary appointments until the people fill the vacancies by election as the legislature may direct.
This amendment shall not be so construed as to affect the election or term of any Senator chosen before it becomes valid as part of the Constitution
In the Free State of O'Dell, the state legislature will select the Senate members, and the State's population as a whole will select the House Representatives. This will take it back to the original premise that the House represents the peoples interest, and the Senate represents the State's interest as a whole. There will further be a term limit set on both the House and Senate of 2 terms.
The 18th Amendment:
1. After one year from the ratification of this article the manufacture, sale, or transportation of intoxicating liquors within, the importation thereof into, or the exportation thereof from the United States and all territory subject to the jurisdiction thereof for beverage purposes is hereby prohibited.
2. The Congress and the several States shall have concurrent power to enforce this article by appropriate legislation.
3. This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of the several States, as provided in the Constitution, within seven years from the date of the submission hereof to the States by the Congress.
If you want to drink or do drugs that is fine, up to the point you cause harm or infringe on the rights of another citizen. When you do, you will be subject to arrest and prosecution, the penalties for crimes both civil and criminal that happen while you are drunk or high or can be remotely linked to you committing them based on the quest for drugs or alcohol will be punishable by hard labor, incarciration, and depending on the crime death. If you sit in your home by yourself and drink and get high and harm no one then have at it. You harm your family or any other citizen then we get you.
Along with this it should be stated that there are no welfare systems in place in the Free State of O'Dell, so if you screw up your life it is up to you to unscrew it.

The 26th Amendment:
1. The right of citizens of the United States, who are eighteen years of age or older, to vote shall not be denied or abridged by the United States or by any State on account of age.
2. The Congress shall have power to enforce this article by appropriate legislation.
There will be an addendum to this amendment, you must state before you receive your ballot who your current US Senator, House Representative, President, and Vice President are. You do not have to say you approve or disapprove of them, but must show that you have a clue about what is going on in the Free State of O'Dell before you can vote.
There will be no Government programs to provide for the education or medical needs of citizens. These needs will be filled by the private sector. Any laws, ordinances, or regulations must be checked against and state what particular article or amendment to the Constitution it is made legitimate by. If the proposed law can not justify itself with the Constitution then it can not be passed.
The Free State of O'Dell will not be a member of any multi-nation peace time alliances or any other way have it's soverignty impeded by another.
That's all the dreaming I have time for now, but it is a good start toward The Free State of O'Dell.
